2009-2010 Draft Budget Available

On August 25th, the City Council will consider adoption of its 2009-2010 budget. The State has indicated its intention to take Property Tax, Redevelopment Agency Funds and other revenues from the City. The City Council, the Interim City Manager, staff and financial consultant have spent many hours of effort in budget revisions and project deferments to try and balance the budget and still maintain services.

You can view the draft budget at www.fillmoreca.com/budget.htm or request a copy from the City Clerk’s office.

The budget will guide the city in the next fiscal year. You may have comments or suggestions on the financing of the parks, theatre, library, streets and other infrastructure.

Your input and feedback are important so we urge you to contact your council members for more information. We want to hear from you. We also urge you to attend the August 25th Council meeting if you would like to provide input.

Be brave and cut City work force one day a month without pay. Also no raises for any City employee's.

You may have missed the meeting several weeks ago when this was addressed. Mr. Pennell had prepared an analysis to determine the feasibility of closing City Hall periodically to reduce expenses. There was very little economic benefit of doing so.

Gayle,

I cannot express enough of how satisfied I've been with the new format and the overall construction of the 2009-2010 budget. It's great to see campaign promises coming to light. Thanks to the new City Council, Mr.Wooner and Mr.Pennell, we are seeing a gradual shift to a more accessible and open City government. Yes, positive results are keenly visible.

Also, the long term picture will be that the City of Fillmore will be saving more money since the new proposed format of the budget is less labor intensive. Again, kudos to the new City Council and City staff.

why r U asking to paid 2000 percent more than you currently are. On one hand you are asking for the city staff to take a day off without pay only to ask for a pay raise for yourself doesn't this sound a little hypocritical. While you will probably delete this message,if you do than I will assume that you are not interested in answering to your constituents but only in providing lip service as usual.

Dear Anonymous - I don't know where you are getting your information - it is incorrect and misleading at best. I hope you will watch or go to Council meetings so you can be better informed.

First, no one has asked to be paid "2000 percent more than...". That is crazy and would suggest that Council members would go from being paid $2,400 per year to $48,000 per year each! Where would you come up with something so silly?? I did hand out a spreadsheet at the last Council meeting that showed that while there was great effort to benchmark salaries against other Ventura County cities, that same benchmarking did not occur for the City Council, which is now woefully and substantially below those same cities.

Second, no one has asked the staff to take a day off. As stated in a previous comment, it was explored by the Interim City Manager and there was no economic benefit. With that said, I appreciate any ideas brought forward from staff to help balance the budget. It is only prudent and expected of any City Manager as you have probably seen in other cities and counties as well as the state.

Third, I'll give $100.00 to the Sr. Center if you state your name instead of hiding behind "anonymous" and prove that you are indeed a constituent. I don't really think that you are.

Yes Gayle, you are absolutely correct. I did commended the finance department as well as Mr.Pennell and Mr.Wooner. I am proud and satisfied to say the least.

In regards to the lip service from the "anonymous"; sounds like the he/she might be one of Martin Farrell's reporters. As usual, there are no true facts conveyed by this disgruntled individual; just poignant theories and speculative gossip.

Thanks Gayle for updating the blog and keeping those who desire to be abreast of the issues and correctly informed.

I happen to agree with both Gayle and Brian. This is a prime reason I won't contribute my opinion over at the Gazette. Again, good point Mr.Sipes and I hope you pursue a seat on the City Council.

Brian - I just wanted to note that I don't think any of the reporters at the Gazette are responsible for those types of negative comments. I lay that behavior strictly on Martin Farrell.

You're partially correct, Gayle.The editor, Martin Farrell, has allowed the likes of Roy Payne and others to lie and deceive to the public or to not report relevant facts so the public is truthfully aware of what is happening in our local city government. Notice any doughnut holes in the Gazette's City Council summaries? That is what I am referring to when I say "reporters". Also, Martin Farrell has allowed his "forum/blog" to be made into some sort of Jerry Springer freak show.I think I'll pass on that type of entertainment.

Again, I appreciate your insistence that the true facts be revealed for the record and for public awareness. The beautiful thing about America is that we as Americans have choices as to how we receive our news,facts, etc.

We all are entitled to our own opinions, just not our own facts.

I agree with you Brian and Gayle. I have not and will not go onto the Gazette's site, for one so I am not counted as Farrell brags about the traffic at his blog. Secondly as all are aware, everyone gets attacked in the Forums. It is obvious the regular bloggers are employees and Farrell from the Sleazette and they know your a newbie so they attack you. If your right or wrong, words miss spelled or grammar off. They attack you, some times just because. Yes!! It doesn't make any sense, except if your not of their click your impeding on their turf.

As for the blasting of the sitting Council, enough is enough. Payne and Farrell need to grow out of their diapers and accept the people have spoken. Pain especially needs to walk towards the sunset and disappear. All are doing a great job at what you walked into. I like Pennell and Wooner, to bad they can't stay. Fillmore needs these men! Or ones like them.

Well, vacation's over and back to work! Anonymous, unfortunately, I do not read the Gazette or it's blogs anymore. But I repeat that I don't think the employees would engage in the trash talk.

I almost didn't post your message because of the diaper remark. Please work with me here so we can stay out of the gutter so to speak.
