Food for thought...
I had a meeting in Ventura last night, so I was late to the Council meeting and missed the El Dorado agenda item. I'm hearing it was pretty exciting. I'll watch the reruns and find out what happened.
I was there for the Business Park EIR approval. However, it didn't happen yet. A minor technical difficulty caused the decision to be continued to March 11th.
There are a few issues with the Business Park and the Council appears to be trying to be thorough in crossing the t's and dotting the i's.
The important issue is the Smith property(or Property 4). The Smith family wants to continue their agricultural operation and there should be a buffer between them and the adjacent businesses.
Evidently one of the mitigations of the General Plan Update was that the City was required to impose a "Right to Farm Ordinance" spelling out the buffer. Somehow that never occurred. My question is that if we can't trust that the mitigations will occur how can we trust the documents or the process? The whole basis of public trust in our government is also an ethical issue isn't it?

Talk about slippery slope, Gayle do you really think that this slope is that steep? For example, this is WHY the city conducts these reviews!!! To find problems or issues and resolve them. IN OTHER WORDS THE SYSTEM IS WORKING AS DESIGNED!!!!!
The oppertunity for public, state and federal agency review and comments, review by the CC and PC to determine any issues. If any are found than to resolve them. We are talking about a document that is oh a 1000 pages, there is bound to be some issues. Again this is why CC's all over the country have this review period.
Anonymous: Yes, I get your point about the slippery slope. I guess you could call it a black diamond slope! With moguls ha ha!
However, part of that slope is that this whole "ethics" issue has been dragged out needlessly for political purposes. I think staff should have to abide by ethics codes too. I have heard a lot of statements made at Council meetings that are unethical(for example - that we didn't get SRF loans for the sewer plant because we would miss our Time Schedule Order, when in reality we had time since the Council passed a Resolution in February of 2004, to do that - so THERE WAS TIME.)
But, the main point of my post was that the mitigation(Right to Farm Ordinance) was NOT DONE according to the General Plan Update EIR. So the issue was found and what is being done about it?

Rumor has it the City did it again.
Fillmore didn't need new storm drains, ask the residents. When it rained did the streets flood?
I know, No!!! the drainage was fine.
How about the fact the City is purposely forcing the School District to approve the recycling Waste Water to water the grounds. This project seems to be in uniform with those Pipes.
Ristau and City Officials need to step up to the plate and let the Citizens know exactly what is taking place.
In other words!

Has it been that long? Boy how time flies! Sorry about that. I'm pretty buried in work right now but I hope to have something up pretty soon. There is a lot to talk about.
Tomorrow night I'm going to the Santa Paula Council meeting. They should be getting close to final numbers for their sewer plant.
