I have posted a lot of new documents for your reading pleasure.
Most of the new items are correspondence between the citizen groups and the City, and PERC and Boyle Engineering. (no conflict there)
Isn't Tom doing a great job? I'm so grateful that he takes the time to field the comments. I'd like to get back to writing more topics but still a little too busy. There is so much to write about.
What other issues would you like to discuss? I know everyone loves to talk about the sewer plant - but there are lots of other issues!

Today is the 27th, did Council Members as well as some Staff Members go to Tracy to look at the PERC Plant?
This would be an extreme significant savings for everyone here in Fillmore
One more item about PERC.
Did you read Ken Smedley's Letter to the Editor at the Sespe Sun?
I agree one has the right to ones opinion. But to belittle Council Woman Walker for wanting to Save money for everyone here in Fillmore is disgusting.
I do not understand why Smedley can't accept his loss from the last election and walk away. "NO" every time Ms Walker makes a statement he has to insult her.
I say to you Smedley, put your tail between your legs and walk away.
You lost, the best person won by a large spread of votes and you were kicked out of office.
Ms Walker is looking out for the best interest of our Community, your Constituents voted you out because you didn't care!!!!

I think your next topic should be on the 08 election for City Council. Maybe putting a "Mock" poll up of "potential candidates" and then have a general discussion of the issues that will be the "hot potato".
Good idea. There are alot of good,decent potential candidates out there. It's my hope Gayle will embark on anonymous 11:52am request. This will also take up space from ALL CAPS ranting and bashing of Gayle's blog.
Forgive me, but I do not see an apples to apples comparison on your "NEW DOCUMENTS" All I see is a prospectus of what PERC would propose on including in their project if the city spends 95K on developing their prospectus. The document only states yes for items that they may include. IT IS NOT A TRUE APPLES TO APPLES COMPARISON NOR WILL IT EVER BE UNLESS THE CITY COUNCIL CHOOSES TO SPEND THE 95K TO HAVE AN APPLES TO APPLES COMPARISON. To me this document is only propaganda, and a sales pitch to undo what the city has worked so hard to achieve. On the side however is the fact their proposal according to your document, would cause our plant that has already started construction to be delayed until 2009. In other words it appears that your expectations is for the city to STOP construction and wait 2 years to restart it. UMM, lets think about this for a moment, what will the construction costs be in two years compared to today, what will this delay cost the city in fines (on the side it looks as though Santa Paula is added their fines to their financing of the sewer plant, is this what you want Fillmore to do? Add fines to the financing to increase our monthly payments?), finally, how can the city afford to stop construction to look into something that is speculation, and not based on fact? I feel that these questions and many, many more need to be answered.
What about the potential “decertification” of the Sespe levy? County (not city) is about to do a study to see if the Sespe levy is sufficient. County has raised maximum flow rates and river bottom has risen. Result: not enough levy.
Consequences? $Flood insurance required for Western 1/3rd of city? (ouch!)
Cause: River bottom is rising and environmental laws prevent reducing it as was done in the past.
Question: When do environmental regulations override human safety and should they take precedence?
Note: the Sespe levy is owned and maintained by the county.
Dear heartbroken: No one has gone to Tracy yet. We have a few Council members who are considering. Mayor Luna just returned from Tracy. He obtained video and water samples that he will likely share at next Monday's Santa Paula City Council meeting. I may go to this meeting.
Yes, I read Mr. Smedley's letter. Since Patti's out of town, I felt compelled to respond on her behalf. It should be in the paper tomorrow and I will post on the website.

1. PERC's $20 MM savings is based on the "apples to apples" comparison. Our group provided them with the line item costs that were presented in the Boyle Engineering Report from the Official Statement for the $58 MM bond issue. We asked them to review the line items and prepare their "guaranteed maximum price" on that "apples to apples" basis. That is exactly what they did.
Now, did you review the document (WRP Comparison Table)? If so, you will note the schedule included. Where are you coming up with taking two years to restart construction? Please call me so we can discuss the facts. 524-7313. You seem to be confused.
I believe Council voted and instructed Staff to make arraignments to go to Tracey at the last Council meeting.
What happened?
I do not appreciate the Mayor & Council placating their constituents. Their word should be their word. The Councils decision should have been acted upon.
They are to act in the best interest of their constituents.
PERC seems to be able to save our Community 20 million.
What are they waiting for?
Construction at the site, so they can say it is too far advanced to stop now.
The Mayor & Council,should order the construction to halt. Until they have reviewed the Tracey Plant with PERC to see what will be most beneficial for Fillmore.

Does anyone think this anti-city “bad sewer plant” diatribe has a political angle? – keeping it alive for the next election maybe? How would a new council alter the things past councils have put in motion? Would backtracking be a good thing for Fillmore?
Moving along, how about that Sespe Levy? How about the graffiti? Should the city require prompt graffiti removal by the owner/developer of projects (“A” street) promptly for any new construction project as a condition of approval? In Moorpark (30 years ago they were like Fillmore but they are much more advanced now – due to smart development..) the church groups decided to form their own graffiti task force. It’s working. Why can’t we, the citizens of Fillmore do the same? Maybe fire up and get active with the Vision 2020 folks and start our own “citizens concerned about graffiti” army? I’ll enlist!
Heart Broken Voter, calm down, and think about things a little. 20Million in savings was a farce, it is only 10 Million at best, and that is only if we stop construction eat the costs already put into the current site and not build the levy. I know that you have been sold a bill of goods that when uses just a little bit of commen sense, and basic math, one can see through the bias from PERC. PERC stated they were not interested in undoing the contract the city already has, yet they were open to discussing options for potential savings on the sewer plant. Why would Boyle Engineering be able to contact them? If PERC was so interested in saving the city money than they should have started a collaborative effort with BOYLE and the CITY. Instead they only wanted to charge us 95 K to put together a true apples to apples comparison.
I would also like to correct you on one thing, the Person from is more of a SALESMAN than a Businessman.

Use some common sense. Go to the Sewer website, "READ" All the documents. Look at the Comparison Chart "Apples to Apples". Again use common sense. Of course it isn't 20 million is Savings. It is allot more than that. Put into perspective a 20 year Contract. What idiot would ever sign up for a 20 year Contract.
I have never heard of such a commitment before never.
That said that would increase the cost of the Savings.
A little common sense would and still can save this town.

Heart Broken, it sounds to me as though you need a little common sense yourself. 20 Million in savings is a farce. the Cost for the treatment plant 32 million, PERC 27 million according to the apples to apples comparison, which was not an apples to apples comparison, this is only 5 Million in savings. Than there is the other "savings" for items that the city is charging for oversite, thus whule PERV states it is included, these items are not included because they are city oversite charges. Than there is their location, again, the location is different than what has already been selected. Thus, what is already started would have to be stopped, and moneys already spent on the location would be lost and unrecoverable, and contruction started at the new site. This is an EXPENSE, not a savings, I am not of the amount that has already been spent on the current site, but I would be willing bet that this would bea huge hit to the 5 million in saving that PERC states it can provide. Than there is the levy, 4.3 million, if the site is moved than yes this would potentially be saved, but if it is not moved than it has to be built, thus NO SAVINGS.
Lastly, PERC was provided a specific analysis of the costs to actually build the plant, from the cost of each brick to the cost of the landscape, access roads, utilities, etc... YET THEY ONLY STATED THAT THEY WOULD BUILD A PLANT FOR 27 MILLION, WHAT DOES THIS MEAN? WE GET A BUILDING WITH UTILITIES, ACCESS ROADS, ETC...?
Come on Heart Broken get your facts straight and READ THE MATERIAL, I did and it was very easy for me to see loop holes, discrepancies, etc... in PERC's plan and what you all are reporting as 20 million in savings.

Only one with common sense can conclude,get rid of a 20 year Contract and that is a "Giant Savings" for the Community. I am sure it is over 10 million alone.

9:44 You are right that the rising fill in the river bottom is contributing to flood hazards.
But, according to the County and Bert the real problem is that the flow rates have increased quite a bit(climate changes). I believe it was from 95,000 cfs(cubic feet per second) to 135,000 cfs. I think for a 25 year storm.
I think that there was some discussion of mining out the fill but that was going to destabilize the railroad bridge or something.
Does anyone have knowledge of this to share with us?
