Road trip...
Here is a report of our trip to the LARWQCB meeting today in Simi Valley.
Mr. Eduardo Gonzalez kindly provided two vans to transport 12 of us to the meeting.
We submitted a letter to the Executive Director and Board asking for solutions to our dilemma. You can read the letter here.
Board Chair Francine Diamond responded graciously saying that they would be very willing to help us. They do not want to see any communities in hardship. She asked the staff to look into the SRF loans, fines and the Time Schedule Order.
I wish we had done this a long time ago. We knew that the LARWQCB was being painted as the scapegoat. Who knows what will come of our trip but it was quite a learning experience.
We didn't stay for the entire meeting but there were a few items of interest in the Executive Director's report. We're not sure what constitutes a "Tier 3" water body. But it has the highest water quality standards. Someone or some organization has requested that Sespe Creek be designated a Tier 3. They will be discussing it sometime this year.
The other item was that LA County residents are being asked to voluntarily cut back water use by 10% due to continuing drought conditions.

heart broken - Thanks for the kind words. We have so many really great people in our group. I'm constantly amazed at the commitment that they all have for our efforts, whether it is for sewer plant issues or volunteering.
bill - there were no city representatives. But, I think Bert Rapp would have been there if he could have. He had to take a trip to Sacramento so couldn't make it.
It seems to me the water board is easier to talk to.Rapp makes them out to be fine happy tyrants.Maybe these are the scare tactics Mr ALL CAPS talks of.

I truly hope the trip to the RWQCB is productive, but don’t sell all the others and their previous attempts short by saying they didn’t try as hard as they could.
There have been many posts about how we need to dump all the city council (except 1), and the city senior staff and all problems will be solved. Politicians and there supporters are the devils army!
Well, where do you think the RWQCB members come from? They are APPOINTED, pure and simple political haks. Check out the website – you will find interior decorators, tree huggers, realestate agents, all manner of backgrounds. Few know anything about water management and could care less about us.

If conditions = drought then cut back on water usage is required. If water usage drops then revenues follow. When revenues drop, rates must rise to offset lost revenue. When condition no longer = drought it’s funny how the rates don’t go back down.

Anon 1128 AM I can see why you make these statements, but in actuality, I am referring to helping all of Fillmore's citizens, not just a small group of rhetoric speaking trouble makers. ALL OF FILLMORE is what needs to be considered when discussing our current issues. From the poor to the wealthy, from small business to large, from developers to the groups of individuals that are not for development. In other words ALL OF FILLMORE get it now.
Maybe an example would be Gayle perspective of having a 20 year loan that would cost the rate payors $129.00 per month, versus a 30 -40 year loan that yes will cost more in interest, but will drop the cost to $89.00 per month. Maybe Gayle can afford $129.00 per month, but in reality we are town that earns the least revenue per household in Ventura County, thus not everyone can afford what Gayle can. Maybe this will help, how many of you have a 30 year mortgage versus a 10 or 15 year mortgage. Most likely most of you have a 30 year mortgage, why to keep the monthly payment low, yet you will pay as much as the equilivent of the total principal of the loan at the time of the loans inception. In other words if you have a $140,000.00 dollar loan, a thirty year loan at 6% interest would cost apporixmately $950 per month, yet the interest over the life of the loan would be 127000.00, whereas if you had a 10 year loan the payment would be ~1300 per month, but you would save ~60000.00 in interest payments.

What "Prosperity"? Campbell and Payne's checking accounts?
Fillmore could have prosperity with more manufacturing jobs, a factory such as a Nabisco,Avon or a plastics designer. A good example is the City of South San Francisco. They have the original first See's Candy Factory that employs over 200 people. This is one solution that would bring Fillmore money and a fulfillment of promises.

Cuevas had another one of her long winded speeches against voting for Longs. She was adamant at not drifting away from the Business Park Plans and what they considered their view of the future. Oh by the way, what about the new Medical Center.
Now what will happen to Clinicas Medical building and all the small Doctor Offices, not to mention the Urgent Care next door. My god what were they thinking when they approved that building. More Blight within the City of Fillmore.

The meeting is going on now and you expect bloggers to take you serious.
Business park? Seriously, step back and really take a close look at your lovely town from the perspective of an outsider. The 126 corridor is the life’s blood of your wonderful little town from the point of sales tax revenue. The more people you can get to stop while driving through will mean more money in the city piggy bank.
There are several problems with your business park plan.
The commercial real estate vacancy rate in Ventura and northern Los Angeles counties. Look it up! There is a glut of existing units and available building space within established parks. Why would build where there is absolutely no infrastructure in place?
Location, Location, Location. You may love Fillmore but from a logistics perspective, it’s not very desirable. Today’s business is based upon J.I.T. inventories and Fillmore’s geographical location would always have you behind the eight ball.
I won’t address the employee base aspect.
I don’t see a significant business park in your community’s future until existing build outs and vacancy rates are in your favor. Also what benefit does a business park provide to the community? Chances are you would attract light assembly or manufacturing for which you will see very little return. Wholesale = zero sales tax dollars!

Sorry I am so behind as usual in responding to comments and posting new articles. I'm on my way out the door again but just wanted to take a few minutes.
There are some great comments that I would like to address...9:31, 4:08, 6:57, 12:38, 5:22, 7:36. I might not agree with all of them but I appreciate the thinking that went into those comments.
As far as the SW business park, I do agree with the comments made about Long's Drugs.
I read in a study(Strategies for Housing Rich Communities in Ventura County) that we have 77 vacant commercial/retail properties in Fillmore. We do have a blight problem, particularly around Central Ave.
Bringing in a Long's will certainly impact Rite-Aid. I believe at the Long's hearing the comment was made that they would bring in 44 employees. Rite-Aid says they only have 10 employees so I think the 44 is probably a stretch.
The SW business park was supposed to provide manufacturing/industrial type jobs with decent salaries. Perhaps those types of businesses aren't forthcoming, hence the scramble to change the codes to allow retail. Perhaps they need Long's as an anchor. Usually a large retailer is secured as an anchor to encourage smaller establishments that there will be some traffic.
Bottom Line = low paying retail jobs.
This is the very definition of sprawl. We have plenty of existing space to put a Long's. The City of Santa Monica required that infill be developed/redeveloped on all vacant parcels. We should do that before sprawling out into agricultural land that isn't even in the city limits yet.
I also read the "Fillmore Business Park Economic Analysis" prepared by Lee Kosmont in December of 2004. Fillmore's manufacturing industry has "decreased from 15 to 13 establishments". That was in 2004 so I don't know what has occurred since then.
I'm pretty sure that Ameron's not going down there, so once North Fillmore residential development continues encroaching on Ameron, the biggest manufacturing employer will be gone along with their jobs. We should have not let North Fillmore change to high density residential.
There will be a joint workshop this evening at city hall at 6:30 to discuss the "business park".
why a business park?'s comments are right on target. He says he is an outside observer and appears to have some knowledge in this area.
There really is not a benefit to the community at this point - and in fact will have a cost.
Is it possible that the sewer plant is being relocated to facilitate and "kick-off" the infrastructure needed for this project?
There are also workforce issues. We have the lowest educated in Ventura County. If jobs were available, would we be able to fill them? The City is posting for a code enforcement inspector. I hope there are a lot of applicants.
I've also heard from Mr. Wilkinson of Fillmore and Western Railway and some other employers that they have to hire people from Camarillo, Oxnard, Moorpark, etc. because they can't find enough applicants locally!

77 vacant properties? Commercial blight? Why don’t you consider the old family owners who have all the time in the world and would sell only if they could get Malibu beachfront prices? In the meantime, they let it deteriorate.
Longs – something is better than nothing. I believe the 126 frontage could include retail in the original concept. Retail generates sales tax revenue - office space doesn’t. Which way do we want it?
Jobs – You said it yourself – low paying retail jobs and poorly educated workforce. What do you want? High paying jobs and a workforce that commutes from out of town? Want more traffic?
At least the poorly educated locals have chance at something other than the fields, welfare, and commutes.
Business park – just that: “business”. Jobs per square foot is the guideline and there is a lot of acres remaining. A nice Longs would be a great addition and magnet for other business.

I don’t know the answers either, but here you have a current commercial business that perhaps you could glean information from. It also doesn’t take a rocket scientist to figure out that their current locations days are numbered. Is the city of Fillmore so naïve to think they will stay?
There are thousands of people traveling the 126 corridor everyday. How much money goes THROUGH your town? Clean up! Provide first rate service, as first impressions go, Fillmore gives a poor one and sometimes that’s all you get.
As an example, I stopped at the new restaurant on the west side of town. I was seated at a dirty table, no effort was made to clean it until I asked that it be wiped off. The service people outnumbered the customers but the service slow, indifferent and somewhat rude. Bad day? Maybe but I won’t stop there again.

I first would conclude, the owner was gone. I do hope that never happens again. I am sure it is too late for you though. First impressions always stick.
We have a Redevelopment Agency. Those whom are in charge of this Agency should be contacting these vacant dilapidated buildings Owners and encourage these owners to fix them up.
I heard during one of the Council meetings, some of the merchants on Central were getting money to fix their buildings. That's fine, but make a bigger effort and contact the owners of these vacant dilapidated buildings. Also encourage them to get some Merchants to rent their buildings.
Stop building Office and Medical Buildings until the vacant ones are filled.
Look at the old Thrifty Drug Store,

If Longs comes in, look at Rite Aid.
We need people in Office to make logical, Acountable and reasonable decisions.

Gayle to a large degree "Facts" are based on perception, bias, interpretation, conjecture, and assumption, while something can be completely factual to you, it may not be to others. Thus, they are generally called theories. In the instance of most of the information you have presented it seems evident that your opinions are based more on theory than fact, and when this is pointed out to you, you tend to censure the comments.
I question if this is not an attempt to spin information and theories in order to attain a specific agenda? If one was to take a closer look at your comments one may be safe in assuming that your conjecture and theories are biased and based on missinformation due to those with whom you associate with and your life perspective. I would suggest taking a long hard look at your id, and determine if your critical thinking abilities need to undergo self examination in order to affect a change for the positive in your thought process and ability to cognitively and in an unbiased manner be able to truly reflect on the information before you to determine the best approach to using critical thinking to ascertain the truth or facts of any given situation.
