Why "future requirements" are important
We've frequently heard that "future requirements" are driving the selection of MBR and that we will have "10 times cleaner water than Title 22" with MBR. That we're "looking towards the future"
Well, why wouldn't we want 10 times cleaner water than Title 22 for the "future"?
Here's a possible reason why. We're running out of water. Without water, new development cannot occur.
That recycled water can be counted as supply, at least for irrigation purposes, freeing up more supply for development.
Eventually, according to the Tucson Weekly and North County Times, we'll have to drink it. The "toilet-to-tap" scenario that some(equipment vendors? developers?) are trying to foist on their communities isn't going over very well yet. Who knows what will happen in the future when overdevelopment has occurred in places that don't have sufficient water supply(Fillmore?)?
This is also one reason that our workshop panel included so many from Los Angeles Sanitation District. L.A. County is desperate for water and they have to reuse as much as possible so they have to promote MBR.

The plan to create re-cycled water is predicated basically on continuing the "growth scenario". If we were to merely stop "growth" and/or develop good conservation policies, we could "get by" forever on natural water. But as we all know, California has been predicated upon growth as the major engine of our economy, the old "grow or die" cannard, so we must blindly continue digging our way to China, because, in the end, we are stupid, stupid, stupid...also, greedy.
I wonder if Roger Campbell drinks Tap or Evian Water (Import from France)?
My question here is two fold, one the population in the US and from what the statisticians are saying the world is on a decline or at least a plateau, thus the use of water will not necessarily continue, thus is this another way to scare us? The other question is Southern California is a DESERT, the water that LA uses is from northern California, and Colorado, it has never had enough water to support itself, just look at what LA has done to Mono Lake, Lake Shasta, etc... But now these areas are taking some of their water back or limiting the amount of water transported to this area. Thus, shouldn't we conserve our water to protect these areas even more?
In any event, technology will help us to greatly reduce the amount of water used for AG, for water parks, schools, public gounds, etc... isn't this a good thing?

I am not sure if I understand the points of these articles other than they are used to sell newspapers and the like. History has shown that one has to be very very very careful when reading articles, or even listening to "experts" from the 70's we learned that the planet was cooling, now it is warming. Today the news reports one week how broccoli is bad for as reported from the New England journal of Medicine but the next week we learn the study was wrong and Broccoli cures cancer, the can go on and on and on and on and on and on. The only thing that I can suggest is to LOOK AT THE INFORMATION AND USE CRITICAL THINKING AND REDUNDACY TO ASSERTAIN THE TRUTH AND STOP USING FEAR TACTICS.

I Guess if I had a "Paid for Trip to D.C by American Water Co." I assume I would do as Im told AND TO BUY INTO THE SUGAR COATED FACTS. Please assertain the concerns of ALL citizens NOT the few ,(CORPORATE CEO'S, CAMPBELL AND THE OTHER GOONS ENRICHING IN THIS SCHEME). 2008 Election will be a blast. The Truth Will Prevail!

Interesting points, it still seems as though there a lot of poeple that are still only interested in bashing and taking an emotional stance when the problems we face are based in logic and reality. Making statements based on theory, conjecture, and fear seem to be prevalent in this Blog. My response, let deal with the problems we face in a logical and methodical manner, not use of fear or overwelmingly stupid statements of unconfirmed mistruths used to spread anamosity and hatred. Grow up people, we face serious issues here in Fillmore. Just look at the newspaper, every week this person shot, that person sexually abused, sewer rates climbing, the LARWQC out of conrtol, costs ever increasing in order to answer the same the questions over and over and over and over and over and over from the same person or group of people.
Reality check, the sewer plant is comming wether we like it or not, gangs are in FILLMORE wether we like it or not, Crime is increasing in FILLMORe wether we like it or not, Fillmore is devloping wether we like it or not, etc... STOP bad mouthing and start focusing on real solutions that will help this community.
I would suggest start with neighborhood watch programs. Start with looking at the details of the current sewer plant and start looking for real solutions to lower the costs, not metal buildings that the city council accepts because of fear of public outcry when these buildings maintenance costs will be through the roof. Start reporting crime and turning people in, take our city streets back from the gangs and illegal immigrants and start enjoying the American dream. Stop asking the same questions over and over and over again and start asking questions that can truly make a difference, start lobbying our state and federal representatives for aid with our sewer plants the actually has funding. WE NEED TO COME TOGETHER AS A COMMUNITY AND NOT BE DIVIDED!!!!!!!!!!!!!

I'm happy to read the many well thought comments posted here.
On the other hand, I am disappointed to see the vile personal attacks. I will delete the remarks about Laurie Hernandez as they are quite uncalled for. Stick to the political realm when discussing individuals.
I'll respond to a couple of the other comments in a limited form. The individual who continues to scream in capital letters and spout irrational and hateful comments might think about getting some therapy.

You might think the sewer issue is a done deal but it is not. To let this continue is one of the most destructive things that could occur to this town.
It should be re-bid. How can you justify the excessive costs when a typical installation for a 1-2 MGD plant should be $10-$15 per gallon treated?
How can you justify the excessive interest cost generated by not using SRF?

I googled Furman and there is a lobbying group that helped West Basin Recycling Facility in El Segundo get $100 million in federal funding. Maybe we should have them.

Our lobbying efforts have produced excellent results with responses from Arnold Schwarzenneger, Barbara Boxer, Elton Gallegly, George Runner and others promising legislation support and intervention with LARWQCB. Unfortunately, we are not taking advantage of the offers for help.

It is like a lot of bills, the state and fed passes tham, but put no funding mechanism in place, thus no help just words. My solution is cut back everyone's salary at City Hall.
Fire Roy Payne, Bert Rapp, Barbara Smith and Ristau, get a City Manager and City officials that knows what they are doing.
Get several Project Managers with reasonable salaries. That work for the Citizens not themselves or Developers.
Keep Roger Campbell and his cronies out of City Hall.
Take back our City and then the City will have a surplus of Funds.

1. I did not affect the City of Fillmore's credit rating. The City has damaged their own rating by how the City is operated. Take our budget for example. That should speak in volumes on how we are judged.
2. I DO NOT work for or assist any Lobbying Firm.
3. Yes you are correct about me being active in Public Affairs.Citizenry is a very important aspect of being an American Citizen and Taxpayer.
4. As far as me running for City Council, well I have not made a solid decision yet but Im leaning towards that direction of serving my community.

With Regards to Brian and Gayle, My opinion is simply this, we need representatives that will represent ALL OF FILLMORE not just a small group of individuals. We are facing serious events in this little town and we people that will take a stance, listen to their constituents, ALL OF THEM, and not be a puppet for those with a larger agenda. This is not to say that other public officials are not acting in a similar manner, but rather that we need a change, I say get rid of Brian, Gayle, Cicilia, Patty Walker, Scott Lee, Lauri, and Steve, Tom, Roy, etc... and lets start fresh. Of course the problem here is finding persons that have the ehtical and moral character to do the job you all say needs to be done. Remember politicians have to make difficult decisions that have long lasting effects. These decisions will make some happy, some sad, some confused, one cannot please all the poeple all the time, but they sure as hell should try.
