Package Plant in Santa Paula
I got an email yesterday from a Santa Paula resident saying that an article in the Santa Paula Times stated that Mayor Ray Luna had made a trip to Arizona looking for a reasonable cost sewer plant.
The Mayor has stated that he will not approve any $70-$100 million plant for Santa Paula. He appears to have found a package plant in Arizona for $35 million. That sounds a little too good to be true(although we could have gotten a Vertreat plant for less) so we'll just have to wait and see what they come up with.
"Cost savings on the estimated $80 million replacement treatment plant has been the focus of Luna’s trip to Arizona, where he has been traveling facilities with Steve Owens of Perk, Inc., a treatment plant construction company. “Perk has already said they could build our plant for as little as $35 million, any system that we want"

Great Article.
Now we need The City Council Members to sit with Mayor Luna and figure out a way to save cost and hardship here.
If this is a savings for Santa Paula. Then for Fillmore it should be a
$50 million for getting out of the Contract with American Waters and
$61 million getting out of the high % bonds. So what about $111, million in savings.

Too little, too late! To say that you want to be a hero at this stage in the ball game will only cost the citizens thousands of dollars in penalties. Gayle, please stop trying to be a hero.

Is it true that Mayor Conaway went to D.C. and the trip was PAID for by AMERICAN WATER CO? I also heard their is a picture of Mayor Conaway sitting next to the CEO of American Water Co .If true, then It seems there are some probbing ethics violations looming within our council.
Where is Ken Smedley when you need him! He thinks he is the king of Code of ethics. But again Hypocrites hide when one of their own goofs up again and again!

Whats too late is the Leadership Fillmore needs. Our Mayor is inept to lead Fillmore. The same goes for Cuevas and Hernandez. These people have took for granted the trust that was instilled to them by the citizens of this town.
Shame on you three . Ms. Walker is the only council member who has conducted herself with grace, common courtesy, and TRUST. Thankyou Ms. Walker for caring for all citizens and business owners in Fillmore.

If you are talking about the scare tactics of businesses closing down you need to talk to Eduardo Gonzalez and Yanni Balanos and the people at Rite-Aid. I think Eduardo and the Balanos's were the one that started that scare tactic.

11:18: I don't know when the construction starts.
8:23: I do not know who paid for Mayor Conaway's trip to DC for certain without seeing a disclosure. I believe that it was paid for by the "Mayor's Water Council". I do know that their board members are American Water, Veolia and the other water privatization companies.

One should disqualify himself for 1 year (Mayor Conaway) from voting on behalf of American Waters. Or is this an Honoraria which is prohibited from all Elected Officials from receiving?
AT last night's City Council meeting
Tom Ristau mentioned that Perk now raised their purposed contract to build Santa Paula any type of Sewer Plant to $40 maybe even
$45 Million.
Is this true? Or is this a ploy to avoid the truth. That there are other
Companies that can build at a cheaper price.
He also mentioned that Perk was invited to Bid but refused.

Santa Paula? Cost creep? Yup, there is always someone who can do it cheaper until the rubber get's closer to the road. Thats standard sales tacticks silly.
