The Best Sewer Plant in Southern California
The next time someone asks me “what’s the best thing about Fillmore?” I will now be able to say enthusiastically “our sewer plant!” We can be proud that we have the most expensive 2MGD plant and reuse system in Ventura County and maybe in the entire country.
Engineering consultants, bond financiers, corporate water interests and Wall Street law firms are having a bumper crop year exploiting small towns like Fillmore.
The 40 year bond structure that has been approved will take an additional approximately $61 million in interest costs compared to State Revolving Loan Funds that have to be paid back in 20 years. Yes, it takes a little more effort but that’s what the funds are for and most communities are successfully using the SRF. So, that extra 20 years and $61 million will save you $3.50 a month. Do you feel better now?
Did you know that between 2008 and 2014 – 6 years - our sewer plant and reuse expenses, including debt service, will take $44 million out of our community?
There is a new book out; “Thirst – Fighting the Corporate Theft of our Water”, by Alan Snitow, Deborah Kaufman and Michael Fox, who also produced the PBS documentary of the same name. I urge you to read it.

We can now call ourselves the “the last, best small town with a beautiful sewer plant in Southern California”.

Why did Rapp down right lied last Tuesday about, never hearing of Penalties against Contractors when the Project goes past the deadline?
Anyone with any common sense knows this.
Scott Lee a few weeks ago mentioned it, so it was not the first time Rapp heard that.
Who is the Project Person who will profit for 20 years with American Water? Why or correct this statement if it is wrong.
Why did Boyle research the best Sewer Company and came up with American Waters?
When in actuality they have for years worked with American Waters? Look at Florida.
Also why, is Boyle in charge of the Building of the plant too?
There is a conflict of interest here.
Why did our City Council sit on the Sewer Plant for years? And then requested Audra Strickland to help?
Why did they ignore her hard work in writing the Bill AB1664?
Why didn't our City Council look at "ALL" Avenues before signing that Contract?
Conaway & Cuevas have lied to The Citizens of Fillmore. They have not been working on this project for years and then they so disrespectfully trash you Gayle.
Conaway was only elected for the first time 2yrs past November.

I was under the impression our City hired a non-bias Engineering Consultant. To look for the best less costly Sewer Plant.
Well they are not non-bias at all.

to all sides in regards to the sewer plant. I believe the problem is Conaway, Hernandez and self-infatuated Cecelia Cuevas .

Okay howd do I start, first ebonix is not from Arkansas or San Francisco, it was originated in Oakland and LA, Second, you all seem so busy bashing instead of looking for real solutions to our current dilema you seem to have lost sight of the big picture, third the sewer plan, the water company the sewer company are not for profit they can only spend what they bring in this is strictly audited, thus Griffin and Rodger cannot make any money off the deal and in fact they have to spend a lot of money for new development, this is a FACT that is undisputable, fourth the citizens groups may be listening but they are definately not HEARING any side other than what fits their agenda, fifth, the citizen groups are going about this whole thing all wrong, they are loosing ground with community simply because they rehash the same thing every time they speak, no offense but in my opinion this is mainly due to GAYLE's mumbling, they are not asking the right questions and picking apart what is being stated. Instead they are listening to VETREAT which should simply RETREAT. An example of this might be: when the city reps suggested that the 40 year bond would make it so that next 3 generations pay their fair share, the question should have been "fair share of what interest?" the sewer plant will be long paid for the only thing that future generations will be paying for is interest. The question is do we want to pay MORE NOW to save later. FACT if something cost 10000 you can pay 10000 at the time of the purchase, pay 13000 through financing over a few years at a higher monthly or pay 20000 financing it over several years but at a lower rate, thus we have 10, 20, 30 and now 40 year home loans simply because people cannot afford 700000 for a new home, they can choose a loan that fits their budget. SO AGAIN THE QUESTION IS WHAT CAN WE AFFORD? Gayle seems to think that a 20 year loan that will cost us 127 plus per month works, so the question is do we want to pay more NOW or pay more in the LONG RUN?
