Weekend update
Just a few updates on the weekend. There was a lot going on and I wish I had had the time to post this Friday so you could all be able to take advantage of the events.
Last night we went to the Lions Club Veterans dinner at the Scout House. The Lions served up a great prime rib dinner. The Susie and Rick Show provided entertainment. We were honored by the presence of several veterans, many in full uniform.
The Gathering Grounds also hosted a music and art festival. We missed getting to attend but when we drove by on our way to the scout house we could hear the music. I hope it was successful.
I'm reading up on the agenda for the APCD board meeting. This Tuesday will be my first meeting as an advisory board participant and I am looking forward to attending.
In the meantime, here is something to think about...and this is one of the reasons that I have been fighting so hard to reduce truck traffic and other development that creates additional air pollution. Diesel emissions in Ventura County are the highest contributors of added cancer risks due to air pollutants. Here are the rankings for Ventura County.

I also happen to have driven by the Gathering Grounds event. I had no idea what was taking place. It was mostly a younger crowd however by the looks of it, the place was packed and I'm sure it was a great success. This is truly what Fillmore needs more of. I also feel that the business community and the city needs to encourage and promote more of these types of activities for the "at risk" youth in Fillmore. I'm talking about the young Latinos that may not necessarily have an interest in coffee shops or art galleries. I feel that the more we ignore this group, the more problems we will face in the future. I suggest an art event that features the work of otherwise "criminal tagger's" and a music festival that showcases local "rappers". There are many possibilities. Together, we can make Fillmore a fun place for everyone.
Ya good idea gangster rap, just what we need another two poc, or Snoop Doggie getting arrested in order to protect their rep, or even better they can rap about how the police and white man keep them down and repressed so that they will never amount to anything, wait they are illegal immigrants that is right so instead of sending them back to their country lets encourage more illegal activities, lets let them have what ever they want, what the hell open your doors people and let them raid you refridge, because that is what is important

Our family attended the music festival downtown. It was a packed event. Our kids seemed to have enjoyed it also. In the future , I hope Fillmore does more events like these. The nect morning I was walking with some friends of my church and noticed all trash and junk was cleared from the side walks. I nice to see Fillmore take good care of our downtown!!!

Huh, interesting perspective, it seems that all Patti has done is not answer questions, lets see talk about the 894 and her vote, her repsonse, I did not vote for the EIR, never responded to the 894, her response to the referendum, it is not fair they should have let us vote on it. Why because they adopted exactly what referendum stated, to repeal their earlier decision to change the North Fillmore master plan area to NFSP. But wait what was the issue, simply that the referendum attacked the wrong segment of the GP update, she did not go after the GP update that she voted in she instead went after the NFSP, thus because the NFSP is in allignment with the GP, I know that this can get confusing but bear with me, it can go forward, but without the protections of NFSP, in other words the regulations, specifications, etc... of NFSP have been undone, in lieu of the GP update at yes that is correct 894 units per the master plan designation of the general plan, which calls for North Fillmore to be a master plan area allowing up to 894 just as patti voted for and Ken and Cecilia, and Ernie, and Everisto. But wait thats not all, then there is the threats to the city and the city staff that if they do not listen they will be inidated with more referendums and initiatives, that simply do not make sense.
But I guess that is what you all wanted.
marc o and anonymous: Great comments - these are great activities for Fillmore and I do hope that we get to see more of them. Kudos to the folks that put it all together.
I also agree that we need to encourage activities for "at risk" youth.
I'm doing some research on the "PEG" (public, educational and government) access channels that Time-Warner is required to provide for the city at no charge. We currently are using the government("G" channel)to broadcast the city council and planning commission meetings. If we could get some use from the public and educational channels it would give local students a creative outlet. We are proximate to Hollywood and have frequent movie shoots here in town. Maybe we could be directing some of our kids into that career path.
Dear anonymous. What do you think the citizens wanted? You are always ready to make useless and irrelevant accusations. And your attacks on Patti are personal and hateful. Patti has the full support and backing of a lot of people.
Here’s the point…the citizens don’t want 894 or 700 units in North Fillmore. The impacts on traffic, air quality, schools, etc. are too severe. The citizens eloquently presented case after case at the public hearings – response – none. Then they signed a referendum hoping to get a more reasonable number of homes for North Fillmore – response – uhhh…well that’s to be determined since Roger Myers opinion says nothing has changed or undone and the council members say it has. Then the citizens vote in Patti by a large margin, and Laurie - meaning it’s time for a CHANGE.
Here are some questions for you.
Why does every project that the city does have to amend the general plan and degrade development standards?
Why can’t the citizens amend the general plan when every developer gets to?
Why can’t the city just build a reasonable number of homes in North Fillmore at a reasonable density?
Why does the council even vote on the NFSP at all since it all seems to be set in stone from the beginning?
Why doesn’t the city staff or council care about what the citizens want?
What’s the purpose of public hearings? Just to belittle concerned citizens?

If you want to solve the illegal immigration problem (if you think there is one) the solution is very simple. Punish the businesses that hire them. No jobs = problem solved. If you think building a fence is going to solve the problem then you must own a fence company. I invite you to go to the San Diego area and check out the existing fence. Doesn’t stop much but if it will make you sleep better at night then it’s there.
Gayle let me see, first the attacks are not personal, While you may be perceiving them as personal they are not,they are an effort for information to be presented from another perspective that is not neccessarily in alignment with yours. Thus, information based on research, fact gathering and discussions with professionals that are in the "know" have been done to gather the truth. My goal is to find the truth, research it, and express it. It just so happens that a lot of the comments that both you and Patti have made do not make sense to me, nor have questions that I have posed been answered. Whether you agree or not depends with me on your perspective. Like with the Anon that thinks that I am a racist, the fact is that I am against, like a whole lot of others, ILLEGAL IMMIGRATION, irregardless of their national origin. Sound familiar, that is the criteria for discrimination, since I am not against any particular group, race, religion, national origin, etc.., but am against those that willfully break the law of this land I am not a racist nor do I discriminate. For example, if someone came to this country legally, I am all for assisting them and welcoming them to this great country.
As for your questions here we go.
1)the general plan is updated to meet the requirements of the desired general plan or to change the general plan to meet the requirements of the future devlopment or project. For example the general plan was changed in 2003 by Patti and that city council to change the deignation of North Fillmore from Industrial with RL resident to Master plan area with densities from 5 - 20 DU with a Max of 894 upon completion of the master plan, thus allowing a proposed master to develop up to 894, not 693. then in 2006 it was changed to NFSP, which was repealed In 2006 due to the referendum. The general plan is just that general, when a project comes forth that is not within the zoning, and other guidelines that the general plan has called for it is changed to what is being proposed or to what the City Council would to see in the future. OR NOT CHANGED DEPENDING ON THE DECISION OF THE CITY COUNCIL
2)This goes to the democratic process, citizens can voice their concerns at planning commission meetings, city council meetings, referendums, initiatives etc... but faith and trust must be instilled in those you voted for. This trust expects that the city council will look at every angle of a given issue or project, look at all the factors that play into the project listen to thier constituents, etc.... Then they make a decision. For example Patti Walker and the previous city council voted for 5 - 20 DU with a max of 894, they asked Suncal to develop a project with Alleys, large parks, structured in a manner that will lead the way into the future, based on 894 units, the reason that GP was changed by the way.
However the new city council decided that this was not direction that they wanted to go, thus reduced it to 700 Du for the entire project and they placed several stop gaps in for traffic etc... every 100 home a new traffic study for example. Then the referendum came along and went after the NFSP, not the GP update from 2003, thus the NFSP meets the criteria for the master plan and was adopted as such, with the increase in allowable density to 894. By the way the new city council went against the developers in this instance by decreasing it to 700 units. just like with developers from the past. Because Patti was on the city council when the 2003 decision was made she should have been able to forsee this and due to her proclaimed knowledge she should have been able to determine a better approach to obtaining your goals, IE, repeal the 2003 decision.
3)What is reasonable and affordable, what this may be for you may not be others, who is to say, again going back to trust and faith in our elected officials and city staff to do what is best for the entire community, not a vocal few, The problem here is large in scope, if you make only single family homes, on large lots then the price will be very high, 700,000.00 +, thus your compaign comments about affordable or work force homes will never come to fruition because the price is simply to high, but if you raise density then people get upset, including myself, to high you have to have marketable services that will attract people to come, to low a price and you get rif raf. As it is the new trend is for a single family home to have as many as 4 - 5 families living in them to be afforfable. so again what is the right number, no one knows, it depends on the realistate market, it depends on what the citizens are willing to agree with, etc... but either way if you want affordable homes low denisity will not achieve this, so what is the comprimise.
4)It was not set in stone, again 894 Patti's term, 700 newer council's term, traffic study every 100 homes, newer city council, no traffic study other then the EIR from Patti's term. Alleys, nobody wanted them, thus they were on their way out except for a few instances, Patti's Term alleys all the way around.
5)for this one I would have to defer to them I would suggest that you call them and talk to them about it, from what I have heard they are willing to talk and listen and explain. But, also from what I heard was that the information presented to them was not specific, for example presentors would say you are not listening to us, but in what manner are they not, and how many of the constituents do you represent, we know that while I agree with you on a large number of issues, I do not feel that you represent me, thus this is a selfish and self fullfilling prophecy. The information presented to the city council should have been more specific, I believe that it was one of the citizens PAC reps, an older gentlemen that was well spoken that stated specific requests to the city council, In total I hear only about 5 or 6 people stood up and made comments. while I believe that the city council should have had a special meeting for the porpose to solely listen to their constituents instead of listening to presentations, the problem was that only these five or so people did all the talking, and there were very few letters sent in. You want them to make a change then get the support at the council chambers and people willing to talk and not bash and express themselves in manner that was more persuasive them threatening.
6)To this I have no comment other then to say that this whole thing was crazy, both sides belittle the other, please make no mistake BOTH SIDES BELITTLED EACHOTHER< you and your group were not the innocent ones that did not hekle, make comments that were personally attacking, etc... this was part of the problem, the city council and staff are still humans and there was a lot of bashing from both sides. So my answer is that you were both wrong.
I hope that this is a betterr illustration of my perspective, and again good luck in your future endeavors.
Anon 1227 Good points, it seems that while you are right that the fence will not stop it will detour, as seen in Isreal, North and South Karea, etc... all over the world fences are being constructed because of their detourant capabilities, However this is not enough, I agree we actually do need to enforce our existing laws and go after employers that hire Illegals, they are taking US Jobs, Driving Wages Guidelines, Using Workers Comp Benifits, etc... this would greatly help the US economy, and save a few ER's, and a whole lot of tax payor money. Thus the approach must be ecletic you are definately right there, but again Going after employers will only be a detourant.

Billy Bob please read the full sentence, it stated to high a price home and you have to have services to attract people to come to low a price and you end up with rif raf, meaning gangs, crime, and neighborhood that look like LA. Just go down the streets between A and Goodenough and 3rd and 5th, and you can see some really good examples of this.

my name is jose serna. me and my friends have this group we call "Song s from a Window". We organized the music and arts festival at the gathering grounds with the owner's permission. I do not understand how the conversation for such a positive event has turned so sour.

Here are the motives for our actions:
1. fillmore has not shown interest in helping out the youth in finding creative outlets. We have been organizing these types of things since i was 15 and i am now 24. this is the first time anyone older then 30 has mentioned anything about it.
2. there are artists/musicians in this town we should be proud of that people have either never heard of or have misinterpreted as "bad".
there was a hip-hop group who performed that day (not gangsta rap). before labeling certain people's art with something they do not understand makes for bad arguments.
3. people should get out of their house.
this in no way was supposed to be a rebellion of any kind, we were doing what we felt was needed. we will continue doing so with or without your blessing or understanding.
if any of you actually went you would notice that there was an artist who showcased his graphitti influenced art. "Tagging" is not an art. If you would like to discuss this definition, i will gladly converse with you at an appropriate time and place (not on an impersonal message blog thing) I will provide you with my information at the end of this message.

"AT risk" youth? i hope you all know what that means. All youth is interested in something, we just need to find out what that is and find a way to help them move in the right direction with it. Tagging can become graphitti art which can lead to understanding the history behind the technique....which leads to *gasp* reading! stop labeling people as "at risk" and start understanding who they are as people, then you can become involved. (not to insult marco or anyone else who has used the term) I just want you all to understand that we're dealing with people, not statistics.

-not all rap is "gangsta" rap. we did not host gangsta rap, we hosted hip-hop with thought out lyrics unlike anything that is being represented as hip hop (rap) on the radio. that is why we hosted it, so people who DID NOT understand can come and listen.

the music you dislike so much has brought many other people joy and something positive to do with their weekends. too bad you don't like it, there are other things that are more unfortunate then music that brings happiness.

Jose, welcome to the blog. Thanks for your input. I wish I had been able to attend your event. I listened to the music on myspace and it sounds great.
Congratulations on putting together the event last weekend. I hope your group intends to continue every year. I enjoy going to the Gathering Grounds but it sounds like you might need a bigger venue someday.
Did you have art exhibits? I've purchased a few pictures from the Grounds and I would like to see more artists and art events.
Have you considered contacting the Chamber of Commerce? Maybe they should contact you. But, the point is there could be some coordination between your events and festivals or railway events that bring in a lot of people. Maybe at the city hall park.

we have had events at the city park, but we didn't have much support from the city before. we appreciate what some people have done to help, but for now, we feel that keeping these events on a smaller scale will help keep the events more personal and relieve stress over potential problems large events usually hold. we like that a lot of people would go, but we are looking to build local support first rather then attract tourists. not that we dislike tourists, but as our motives stated, we wanted local people to understand what is out there and appreciate and have a good time. in the future we will consider looking for outside resources if they are willing to help. there was this crazy old musician (who i admire) that told me once, "keep it grassroots and you won't give people a reason to turn into politicians"

Okay Jose, I get your point. And no offense taken, I'm not really a politician - just a citizen - and my campaign was all grassroots!

Hey stupid head thank you for some of the clarification, but you forgot to mention that if their parents took some repsonsibility for the youth then we would not have the problem, and while some of the kids may be able to be saved the vast majority do not want to nor do they care to be. Statistics proves this time and time again. But if you wish to be optimistic more power to you, that is a far better attitude to have in order to try and reach out to people. For me I am a realist and understand what you are trying to do and the hard uphill battle that it is, but there are reasons for it, for example those Enchiladas you had were at the cost of a LEGAL CITIZENS OR IMMIGRANTS job, their health care at my cost, the cost for their youths education me, I get to pay for it, the costs to clean up after the mess that they statistically leave, me, I get to see huge amounts of revenue taken from my pay check, the list goes on and on.
What I did find interesting was your comment that the laws they break do not hurt anyone, maybe not physically, but they most certanly do hurt someone. The waiting list to come here is as much as 14 years because someone comes here sits down and says here I am now pay me, educate me, give free services, and free health care. That person waiting 14 years was hurt, the tax dollars spent on the services provided truly hurts all of us. The list goes on and on so please do not kid yourself, they illegals are not the innocent people that are just trying to get a long and find a better life, they are taking food from our refridgerators in order to pay for their services and illegal practices.
As for the youth, let me see the stats on what you are talking about, white kids, asians, pursians, etc.. far less into these activities then hispanics or blacks. Graffiti turning to reading, far stretch, but hey you are an opptimist. How many kids are you able to "save annually" and how do you define "save"?
You stated you screened the bands post some of their leryics. I bet it will be about being let down, about how to treat a women, about how hard their life is trying to be in a country that actually wants its laws enforced, etc...
Oh Ya, UNDOCUMENTED, BS, ILLEGAL, they broke the law plain and simply, Undocumented they have their documents, they just say they are from another country and not allowed to come here unless it is ILLEGAL. They break our laws by working, they break our laws by being here, they break our laws by when they drive without a drivers license, they break our laws when they drive without insurance, they break our laws when join a gang and perform gang activities, they break our laws every day they are here. Thus they are hear ILLEGALLY.

Sweetie, racist far from it, his comments are about legality, not racism, they represent the sentiments of a large number of americans who are sick of the whole illegal immigrant situation and what a change made. I know I am, and he makes a lot of sense. Is it discriminatory to be against any person regardless of their race to come to this country Illegally? I do not know what your definition is, but this is not racist, this wanted society to be orderly and peaceful. This is wanted laws to be enforced and our boarders to be protected. This is wanted LEGAL immigrants to have a fitting chance to come to this country and enjoy the fruits of our labors, and the prosparity we enjoy. This is NOT racism.
