I was going to write about the sewer plant but it's going to take too long. I do have some interesting news for you about it. I'll try to get it posted tomorrow.
Here is a little local news for you though. On November 3rd I got a document listing the mortgage defaults on properties in Ventura County. There were 125. On the 20th that number had risen to 179. That's about a 30% increase. The number in Fillmore is about the same with 5-6 homes in default. Our housing market is going to be in trouble.

Interesting numbers, the number of default mortgages has increased from I have read about 65% over the past quarer, throughout the state. The market has definately turned to a buyers market. Too bad, if this trend continues it would be a great time to buy. The only thing though is do these stats break down NEW versus used home sales. The reason that I ask, is that from what I have heard Griffing HVP have already sold out, and there is a waiting list for the next phase. If this is the trend, than hold on we are headed for a recession, or even a depression. Hopefully the Federal Reserve will be able to limit inflation and curtail a recession

Good site, I booked marked it, it seems that a lot of those homes are "Comming Soon" I wonder what phase they are selling know? I have not been by there to check it out, I probably should just to see what all the hub bub is about and to get first hand information as to how things are selling.

Well my family and I had a great time back Omaha ,Nebraska. Before we left I told Gracy and the rest of the bloggers that I would report on the housing market in Omaha. To make this short, the housing market according to my father-in-law is that its very slow and hasnt really picked up. For example , a 4 bedroom 2.50 bath and 5 acres of land in Bennington , Nebraska which is where I grew up is going for $209,500, a 2 bedroom 1 bath condo in the city of Omaha is going for $126,000 which is very high for a condo in Nebraska , its because its downtown Omaha so the price sky rockets. My husband and I think the prices there are very cheap , but we must also remember that wages and salaries are not comparable to California.
It seems the gremlins have been slicing an dicing Patti, Gracy and ofcourse myself. The only thing I can say is that you can hate all you want , but that isnt to healthy,nor does it help our town accomplish things that will better our town. Maybe the gremlins only can count on keeping Fillmore polorized. GET A CONSQUENCE!!

OK I don't completely blame SOAR. I blame those that use government as an instrument to stop growth and discriminate against landowners who are trying to produce projects that keep housing prices down and make a profit.
I also think it's interesting that people who oppose growth usually own a home. Now, if you oppose developments because of open space that's one thing, but these people that oppose growth also financially benefit from opposing growth because their housing prices have gone up increasing their own net worth. We never question their conflict of interest, do we?

Your statement 5:29 is not entirely correct.
The Majority of people from Fillmore are purchasing existing houses, older homes not new homes.
New Homes that are on the Market are generally sold to people moving into the Cities, New Developments, i.e.: HVP here in Fillmore.
Most here in Fillmore can not afford these New homes.
Also the Majority here in Fillmore when purchasing a home, purchase an older home because the cost is considerably lower.
New Development historically does not benefit the City it is in, nor does it help First Time Home Owners in that City. It helps First Time Home Owners from other Cities to relocate into the City where the Development is presently in.
The Housing Market is in a slump and it is still falling, and the Interest rates going up.
Historically, this is the time of the year everything goes up, interest rates, cost of living etc.
Home Sales will be declining; sales are normally the opposite.
Here in Calif. even if one makes money on their home when selling it, they need that profit to purchase another home which more than likely is at a considerably higher price than the one they sold.
Conclusion, the seller's profit on one home, helps in the purchase of a newer home at a higher price.
I may also add, most Californians that have sold their property have moved out of State where the Housing Market and cost of living is considerably reasonable.
The new watchdog group in Fillmoreis named " THE FILLMORE HAWKS". My husband and I and some neighbors have gotten together and have formed this group.
We have endorsed these individuals for Mayor and Mayor Pro-tem And also a suggestion for the Planning Commission.

Good points Marco, Great insight, I agree, it is interesting to know that all the homes we live in, that are in Fillmore, are within the flood plains, and were at one time all ag or open space. We moved here to enjoy the Fillmore's open space small town feel, yet we dislike it when development occurs. I wonder if we took a look at history what people said when the homes we live we being constructed.

Gracy good points, I appologize if I misstated myself, but I meant that new homes are for new residents, or soon to be residents of Fillmore. HVP, and other new homes do three things to benifit a community. they bring tax revenue, even if the homes are selling at higher price, as Patti always states the higher the price of the home the more tax revenue for the city, second, in this instance because there are no affordable homes, they bring middle to upper middle class residents to the city, with this they bring revenue to businesses, and generate a higher income level for the city, thus again assisting strungling bussinesses and the overall tax base. Third they bring businesses to this community, the more people the more bussinesses will thrive, the more jobs there are, the more the tax base in increased. So I am not sure why you would say that new homes do not pay their way, when if you look at Moorpark, Simi Valley, Valencia, etc... new homes have relieved economic burdens within the community.
Older homes that have been purchased for less money generate less taxes, their yards are in place, thus no revenue to put them in, etc.... While they sell for less, the what appears to be a major problem in the loan industry is ruining the realistate economy. This is due to reverse mortgages, interest only mortgages, variable mortgages. people baught homes and are now finding out that they owe more than they purchased the home for, and cannot refinance as a result. This is a major problem with todays realistate market. For example I have a friend that purchased a home and was talked into one of those 1% loans, when the year ended her interest rate was in the 8-9% range and she was forced to refinance, only to find out that she 20 G's more than when first purchased the home

Anon 316, your first question I believe was about who ClaireK hated, I answered that, now you asked how she hates, simple word of the days slanderous statements about the character of others that she knows nothing about, She spews hatred of the city staff by belittling them in this forum withou proof nor reason, she only makes blanketed statements with out any facts to substantiate her comments, again slanderous. Slander is hatred and is evil, it is done due to her own insecurities and narcissism. all one has to do is read her posts and they can easily see her hatred. At least gracy and Gayle make an effort to research and try to formulate a premise that is intellegent and they try to provide facts. In doing so they generate a conversation and dialog about issues in Fillmore, in addition they are willing to listen and if the premises presented to them express truth to them they are willing to admit it. In regards to your second post, No NOT PATTI this is one is due to the la regional water quality control board and their decision to force the city to build a new sewer plant, the city has no choice about this, it is eaither build it or pay heavy fines on a daily basis that will add up to far more than the price of the sewer plant and will still result the need to build the treatment.

I have watched the Orange Orchards get ripped up within the City Limits of Fillmore.
Where Shiells Park and the Bird Tracts are. Those areas I remembered, there were orange trees.
C St West was a large Orange Orchard. Where Vons is was an Orchard. Other places as well through out Fillmore.
Seldom did you hear a complaint about growth. If there was, it would be mainly safety issues or the impact on the city.
New People most of the time shop where they work, out of Town.
As for more business, Tax Revenue etc.

The biggest I have seen that benefited Fillmore is Super A.
Look around at small retail stores. We have few; this City has always had just a few.
Most who have moved here, moved here because of the small town atmosphere.

Gracy Good points, I agree with you about Anon 1028, by the way that was not from me.
As for the growth, I would have to say that the reason I moved here with my family was because of the small town atmosphere, Most everyone that moved here within the last ten years moved because of this reason. But, that is my point, we were able to move here because homes were built, this in turn did generate tax revenue, I know that we pay our fair share in bonds and taxes for Fillmore. In addition we have a new pool coming hopefully soon, a new business park that will bring jobs and tax revenue, and hopefully a good restaurant, the new Mexican one is okay, but I would rather have a macaroni grill, or olive garden, or something along those lines, HVP is coming in which increase tax revenue, and North Fillmore is coming, at what density I am not sure, I hope around 400 - 500 homes or less.
Economics 101 states that a business, country, state, or even local government needs to grow to maintain its economic feasibility and viability. Without growth the entity becomes stagnant and will eventually cease to operate. This was seen a few years ago when the tax base for Fillmore was even lower than today and the city had to reduce services and staff. With the new homes DIF’s have come into the picture, Tax base has increased, which in turn will increase the commerce in the area.
While I am not for unlimited growth, I do believe that we need growth that makes sense and is beneficial to the community as a whole. Large high-density piece mealed homes that are put anywhere without rime or reason does not make sense, the design needs to be well thought out and of benefit to the city, meaning to us.
What I do not understand is all the bashing of city staff, what do they have to gain from all this? If they did accept bribes what would happen, a huge amount of public turmoil, if they were against the citizens of Fillmore what would happen? More of what is occurring, stress, strife, bashing, rudeness, etc… of the citizens against them. Do you honestly think that this is what they want? Or do you think that they are following the directives given them by state laws, federal laws, by the will of the city council, the will of the developers, the market needs, etc….?
Additionally, one final comment on Eminent Domain, don’t you think that if the city attorney knew that he would not be able top get away with eminent domain that he would have stated as such. I serious believe that he would not put his hand down on the table unless he knew he would win the game. To much to loose, to much to gain. It seems as though he has his ducks in a row before he let everyone know the city’s hand.

There's been a lot of questions and comments I'd like to address. I don't know if I can get to all of them but I'll try.
There were some comments about Griffin's sales. I don't know if they have sold out the first phase or not yet. Time will tell. Resale inventory continues to build. Fundamental economics are in trouble. The Federal Reserve got us into this mess in the first place. I think you're right that we may be headed for recession.
marc o: As I've said before, the constant beating on SOAR is so misdirected. Yesterday's article in the Star confirms that no farmer's land values went down because of SOAR.

The Star says that urban growth has increased 31% since SOAR. That's a lot! Now how did all that growth keep prices down? The whole "affordable housing" thing is unrealistic and doesn't work. The "landowners" that you refer to are mostly developers who pay relatively cheap prices for agrictultural land, then get the cities to change the zoning. The zoning change is what causes the land prices to go up. Just think, if we could change the zoning of our homes to "hotel" our homes would be worth a lot more than they are now. Is that fair to us homeowners who aren't getting the prices we deserve for our houses? Obviously I'm being facetious but I hope you get the point.
Your argument of opposing growth to manipulate housing prices is as bad as my hotel argument.
As far as the growth issues, Gracy countered every anonymous point. Most Fillmoreons have not objected to any growth as long as it is reasonable and at a pace that doesn't overload our systems or cause a great amount of debt. That is what's happening now. I don't buy into the 'cease to operate" theory if there isn't a lot of growth. We're on an unsustainable track of living on debt - bonds, mello-roos, Redevelopment etc.
I agree that we don't need to bash the city staff. Although I don't agree with what has happened to our General Plan - - somehow when that update was done or maybe even before - - someone - - decided that the character of Fillmore needed to be changed and put on the fast track to buildout. The public was not made aware of this and in fact has been deceived because Vision 2020 has the same values that most of the citizens believed in but the GPU is the opposite.
Anyway, the staff is doing what they were trained to do. they're all working hard and probably overworked. They are all professionals.
I always want to believe that we're all doing the best we can to be decent people.
I think a lot of the public got angered when Roy Payne retired and then immediately gets hired back on for the next ten years. We're working so many consultants and outsourcing so much work that is draining our budget.
So that and right now there's not a lot of trust. Look at the Planning Commission incident with the lack of public notice. All of our meeting minutes as well as other documents need to be on the website and easily accessible. Open government. There's room for improvement on all sides.
Claire, one of my campaign promises was to form a citizens advisory group. Even though I didn't win, I think that should still happen. Maybe a watchdog should be in that group.

Most Fillmore citizens who have witnessed flooding and the mighty Sespe and Great Santa Clara know what these Creeks and Rivers are capable of.

If the El Nino rains come as predicted this winter, the Developers will see.
Their plans possibly may have to be altered. I do hope for the Future Safety of the Citizens here.
What is very troubling is the new school Mtn View Elementary. Look at the HVP plans, it is next to the River in the flood plain.
