Vision 2020...New version
Well, tomorrow is the big day. You should all be getting the newest, revised Vision 2020 booklet delivered right to your door.
The Volunteer Fair will be at the city park from 10 am to 2 pm. There are lots of opportunities for us to be of service to the community.
So, give me your opinions on Vision 2020. Did you participate in creating the first Vision 2020, or this revision? Do you think it's a good idea? Do you think it needed to be revised?
I think it was a good document. There were so many good ideas and comments that went into creating the vision. I wasn't here and didn't participate in any way but I felt good about it. In retrospect, I think it was a catalyst in my getting involved in what was going on in the city.
What is so disturbing is that when you read Vision 2020, particularly the "Managing Growth in Our Community" chapter, it sounds like a good plan. "Preserve our small town atmosphere and quality of life through slow, well-planned growth in order to protect open space, allow agriculture to thrive and strengthen our local economy, neighborhoods, schools, parks, libraries and public services."
"By carefully managing growth, we can maintain our small-town atmosphere and avoid urban ills, such as overcrowding and sprawl..." "Population about 20,000".
I think this is exactly what we all wanted to see and what we were expecting. What the heck happened? Who decided to depart from this vision? Why did the City depart from this vision?
At some point, someone decided that we were going to go in a different direction and change the character of Fillmore! All of this is documented in the General Plan Update EIR prepared in 2002.
Page 4.1.18 - "Development under the General Plan would ...alter the character of the City of Fillmore..."
Page 4.7-11 - "...this(buildout) would irreversibly alter the aesthetic character of the community..."
Did you know about this? Did you agree with this?
What disturbs me is that now we are revising Vision 2020 to go along with this General Plan Update. Can anyone tell me how this happened?

Who was on the Council in 2002?
I had the same reaction to the revision as I did to the original: it is a nice wish list, but there is no plan for implementation. There is no person or group or organization designated to see to it that anything is implemented. I love the El Pescador, and am grateful we no longer have to drive to Santa Paula to enjoy Camarones al Mojo de Ajo, but I do not see how it is a product of Vision 2020.
At the very least, I would like to see the wish list prioritized. Sometimes accomplishing the possible leads the way to accomplishing the impossible.
As long as Fillmore is primarily a bedroom town we will not have our citizens involved in civic activities. Everyone is too tired after the long commute to do much but rest and tend to their families.

Smedley and McCall represent the
STATUS QUO, BOUGHT OUT BY CORPORATE DEVELOPERS. Reliant on the " FRIENDS OF FILLMORE PAC".
Again censure looks good to me compared to the record of Smedley and the INEXPERIENCE, UNPROFESSIONALISM OF McCall. Ill take a censored leader over a corrupt system of government.
I think the timing of the revision prior to the election is curious.
I did notice in the 2020 Revision that C Street between 1st and Old Telegraph Road has been designated as a “Noise Free Zone”. No thump cars, motorcycles, barking dogs, loud children or overhead aircraft.

Jareddude - not enough to pay the sewer bill. All council members, mayor included, made $75 a month. There is more money to be made from the redevelopment agency, but I got about $125 a month total from the city.
The Chamber of Commerce forum is tomorrow. It will be great to hear Mrs. Washburn and Mrs. Walker and the other candidates discuss their vision of Fillmore. We the citizens look forward to having open debate on our issues. This is your time to shine.
The last Chamber of Commerce forum was hosted by Mr. Brian Sipes and was widely observed by many. We hope for the same tomorrow.
Dear anonymous: Yes, the Chamber debate is tomorrow evening. Unfortunately, the event conflicts with the only school board debate which we had previously committed to attending.
When the Chamber announced their debate, we requested a different date so that we could attend. However, the council chambers with the video equipment were not available on any other date.
The League of Women voters will be hosting an additional debate on the 17th at 7:00 pm at the Foursquare Church.
We hope that all the candidates and citizens will be in attendance. In the interim, we are available to answer any questions or discuss the issues.

One would assume that if the position and duties of running a City Government were important you would participate in the largest televised forum during the campaign. Not participating disrespects the process the people and the position you desire to hold.
I agree Mr. Freeman was an unordinary man.
There are stark differences between the candidates. For starters let talk about being honest and NOT WAFFLING ON ISSUES.
McCall is for the ORIGINAL VERSION OF THE NFSP 700 PLUS HOMES. Now McCall is claiming she is for a colossal reduction to 480 homes.
Diane McCall is simply a NOVICE WAFFLER AT BEST. McCall's rhetoric is simply irresponsible and down right misleading .

In fact there was only 3 Candidates of 6 that showed up for the Democratic Debate.

Dear Dump Ken: I believe that they have requested that questions be submitted by the community and selected by the Chamber board of directors. There was a form in the paper for people to send their questions in.
I'm not sure how many directors there are on the board, but two of the candidates and one of the campaign managers are on the board so I'm not sure how it can be handled in a non-partisan manner.
I have heard that Mr. Kyle Wilson will be a fair moderator and I am very disappointed to miss this debate.
I just found out today that there will be another debate in addition to the League of Women Voters. I'll let you know the details.

Yesterday my husband and i received a very fancy flier from the friends of fillmore pac. This flier was full of garbage and half truths. We call this "JUNK FOOD POLITICS".
REMEMBER : FRIENDS OF FILLMORE PAC IS 99% FUNDED BY OUT OF COUNTY, OUT OF STATE MONIES FROM CORPORATE DEVELOPERS, HOME APPLIANCE COMPANIES ,AND LAWYERS THAT REPRESENT THESE DEVELOPERS.

Important? - Keeping a prior commitment isn't important? Golly, is your calendar marked in pencil, that way if something better comes along you can easily erase it? I'll have to scratch you off the party list.
Disrespects the position? - What about a council member who attempts to sway law enforcement officials focus on issues important to the entire community? I would really hate to think the recent focus on the noise ordinance was a photo opportunity or even worse, perhaps a personal issue? Breakfast, lunch, dinner... I wonder what's on the menu? Please let me know if it worked, I'd like to perhaps apply the same tactics to some of the more serious issues the city is facing.
Now it seems you know all about this forum. From what I have found out, it is sponsored by the chamber, questions are submitted in advance, questions to discuss are selected by the chamber, chamber is supporting two of the candidates. Um, am I missing anything? I think I skip the channel 10 comedy, this way I can assure that my dinner will stay down.

How many grant rider's are alotted per the City of Fillmore?

Wendy: Glad you liked the ad. I am so proud to have Brian Sipes's support.
As far as the grant writers, the City does not currently have a full time grant writer. It is my understanding that each department writes their own as needed(if they have time).
One proposal that I have heard and considered is having a contract grant writer who would be paid a small percentage of the grants awarded.
It was very interesting to watch the candidates express their concerns last evening at the forum . My husband and I continue to wonder why McCall and Hernandez were not active in regards to the REFERENDUM, either opposing or supporting the intiative. McCall especially has been a waffler and simply will be a protege of Ken Smedley. Just look at the swirling positions of McCall on the NFSP. The first thought that comes to my brain is an OPPORTUNIST.
McCall please come down from your throne! Our town derserves better .

Im a new visitor to this blog.
Im upset by the tactics of the"friends of fillmore" campaign. Until recently, i was a undecided voter. Now thanks to the smear campaign , i will cast one of my votes for Patti walker. Our town does not need this sickening gossip and smear machine running city hall. Ive had enough.

Wendy, sorry for the delay in responding.
My recollection is the city hires a grant writer for specific issues. For instance, one was hired to obtain grants for the shiny new wastewater treatement plant.
During the time I was on the council there wasn't a full-time grant writer. With the many opportunities out there - from law enforcement to the youth - we need to be as proactive as possible to provide for the community.
