So much news...so little time

Thanks to all the loyal bloggers out there sending me links and articles. Here's a Ventura County Star article from the last election with some information on the "Friends of Fillmore".

Councilwoman pays big price for beliefs
Walker may have lost election over stand on Fillmore project

In a span of three months Patti Walker has been censured, called "subversive," and apparently beaten in her bid for re-election to the Fillmore City Council.
But she regrets nothing.

She stands behind her appeal for Rep. Elton Gallegly's help in stopping development backed by the City Council. She is comfortable with her decision not to apologize for seeking the congressman's aid, and she's still seeking the Ventura County Board of Supervisors' intervention on the same issue.

"If I felt remorse, if I had felt I had done anything untoward, I would have apologized," she said in a post-election interview last week. "I have no regrets, and I'd do it again."

Walker, 51, hardly fits the profile of a renegade.

The paralegal with strawberry blond hair and blue eyes is low-key and soft-spoken. A devout Christian, she is head of the policy-setting council at Fillmore First Methodist Church. She leads the local Soroptimists Club.

But she has been resolute in her opposition to residential development in the Santa Clara River flood plain, calling it "inherently dangerous."

She argues the construction will speed up flood water, possibly threatening farmers downstream. She also questions whether flood protection measures will work.

Backed by studies

Walker points to numerous studies to prove her point, just as city officials do to prove theirs, but once the City Council made its 4-1 decision to approve a large development near the river called Heritage Valley Parks, her colleagues say she should have accepted it.

"It was frustrating, very frustrating," Mayor Evaristo Barajas said. "She didn't want to let it go."
Walker said she votes her conscience. Quoting a statement by county Supervisor John Flynn, she said, "I won't go along to get along." "That's me in a nutshell," she said. Her position has not come without price. It has not only rankled her colleagues on the City Council but also spurred a well-financed effort to defeat her.

A political committee called Friends of Fillmore backed three of her opponents, raised $30,000 for the race and urged citizens to vote her out of office.

Roger Campbell, a former councilman who is a consultant for the group, said the committee is made up of local residents. However, thousands of dollars came from out-of-town development interests, according to campaign finance statements. A list of dozens of contributions totaling $100 or more shows only one contributor with a Fillmore address.

Campbell declined further comment, referring questions to Committee Chairman John Scoles. The Fillmore attorney was out of town and could not be reached for this article.

A few days before the Nov. 2 election, Friends of Fillmore mailed a flier to residents urging them to "Vote No on Patti Walker," citing the City Council's censure vote over her appeal to Gallegly. The flier said Walker was "trying to work against the will of the people and its city-elected officials."

In a letter to Gallegly last summer, the councilwoman said a decision by the Federal Emergency Management Agency should be overturned. FEMA had approved a map changing the location of a disputed flood line, allowing all of Heritage Valley Parks to be built beside the river.

Despite several appeals, FEMA stood by its decision. Gallegly has not intervened. Walker said she believes the flier, issued two months after the censure, might have led to her defeat.

Although she did well enough to win in absentee votes and established east-side neighborhoods, she finished last in areas of town with newly developed homes such as north Fillmore and those near the river.

Douglas Tucker, who lives in the Hometown development in north Fillmore, said the flier could well have swayed voters in those areas who might not have followed the controversy.
The two-page mailer correctly reported she had been censured for violating the city code of ethics, following the city attorney's determination that she should not have mentioned her status as a councilwoman in the letter to Gallegly. However, it did not report that she had written the letter on her personal stationery or her argument that she was merely expressing her personal opinion.

"There's lots of thoughts both ways ranging from that she went against what the City Council had voted in and went behind their backs, but at the same time she was expressing her views as a citizen," Tucker said. "It created a lot of controversy where they weren't sure which way to go."

Friends of Fillmore backed candidates Steve Conaway, Ray Dressler and John Parsons in their first bids for public office. All three support Heritage Valley Parks. Conaway and Dressler won easily. Incumbent M. Cecilia Cuevas, who also supports Heritage Valley Parks, eked into third place in the race for three seats, ahead of Parsons.

Ballots still not counted

With about 1,000 absentee ballots yet to be tallied countywide, a victory by Walker now appears statistically impossible, Assistant Registrar Gene Browning said Friday.

Walker's last-place finish in the council race comes four years after she won election to her first term in the midst of a divisive battle over growth.

She campaigned for a growth-restriction law called Measure J. Although it failed along with an alternative allowing fairly widespread development, the City Council ultimately agreed to a compromise.

Walker considers that compromise one of her finest achievements. She also is proud of making Spanish translation of council meetings available on request, bringing Spanish films to the predominantly Latino town, approving affordable housing projects, and devoting developer fees to a new public library she hopes will be built.

With her apparent defeat, the balance of power on the council won't change because she represented only one vote. She leaves with a record for being smart, hard working and a champion for the town's public library, council members said.

"Patti Walker was very instrumental in a lot of areas," Barajas said. "It's just that her ideas as far as housing in Fillmore were not in line with mine."

Development means money

Barajas and the other council members see Heritage Valley Parks as the town's economic salvation. City Manager Roy Payne has forecast that it could produce a net gain of almost $1 million a year for the town that lacks a public pool, and needs more parks and schools.
However, Walker says residential development will be no panacea, driving demands on public services.

"It impacts everything: your sewer, your water, your schools."

Critics support change

Walker's fiercest critic on the City Council said she lost because she was out of step with Fillmore residents.

"The people in Fillmore basically believe it's time for a change, and they don't necessarily want an obstructionist on the council," said Councilman Ken Smedley. "They realize the benefits smart growth and moderate development can bring to this town."

Smedley led the call for her censure. He called her actions "subversive," an adjective used to describe people seeking to destroy or undermine governments.

"If you want to be an activist, don't get elected," he said. "Don't say you represent the citizens of Fillmore and represent a small minority."

In Walker's view, his comments went beyond their political differences.
"I thought some of those comments he made were definitely personal attacks on my character," she said.

Walker isn't sure where the fast-growing town of 15,000 is headed without her on the council. She still plans to advocate her views just as she has since she moved to Fillmore a decade ago after the Northridge earthquake.

The councilwoman said she is not bitter, but does not believe the reaction to her point of view was merited.

"I wasn't raised to demean, belittle or scold another for their opinions and thoughts just because they differ."

Yes we remember that article . My husband and I moved to Fillmore in 1997 and we absolutely adore it. I can tell you the politics in our town of Fillmore are brutal compared to Omaha where we lived our most of our lives. We still feel Fillmore is a great community to raise a family, but as far as the politics are concerned we can live without that piece of the pie.

Just ask the HomeOwners in the River Walk Tract.
All the Owners who’s houses are built in the Santa Clara River.
Griffin Industries will not respond to their complaints.

Now there is the Heritage Valley Tract.
Another project built by Griffin Industries.
Are these houses going to sink in the River and Quick Sand too????

Where are the Millions??????

We are paying for the Pool, the Parks and the Schools.
You watch when these Council Members are gone.
We the Citizens of Fillmore will be paying the Millions for these Lawsuits.

Oust Smedley, he VOTED for this.

Vote for Accountability and Integrity.
Vote for someone, who stands up to the Developers, that defends their Constituents.
Vote for WASHBURN & WALKER

There are certain candidates that are placing political signs on private property without getting permission. This is a violation of Trespassing. Also, removing a candidates sign which has permission to be placed there is also a violation. Dr. Bautista's office is a good example.

I want to clarify this.
Gayle & Patti correct me if I am wrong.
At Dr. Bautista's Office, McCall without permission placed her sign in the front of his office.
Dr. Bautista called Patti & Gayle for a meeting.
I was told He took down her sign and gave permission to Washburn & Walker to place their signs in the front of his office.
I have heard from my friends & Neighbors that this has happened around town. Also Smedley's signs as well.

I don't know what to think about the signs. We have spoken to Dr. Bautista and he says that he wants Walker/Washburn signs in front of his building.

I don't know who removed our signs and placed Diane McCall's sign there but according to Dr. Bautista they do not have his permission to place them. He said he has never met with Diane.

Dr. Bautista had asked us to remove Diane's sign but we refused and made it clear that he or his staff would have to do that. We would never touch another candidate's sign and replace it with one of ours.

Smedley and McCall are practically running together. Refer to McCall's question and answer series in the Gazette. From diane's feedback , its public knowledge she feels that the current city council is doing a great job for us and listens to our needs and concerns. Well, Diane McCall obviously is out of touch with us voters. The city council does not listen to the voters, and if we do speak up on a issue that needs to be addressed, we are called "TROUBLEMAKERS " . Didnt we elect these individuals to represent us the people, THEY SHOULD WORK FOR US NOT AGAINST US!

I don't vote for people to represent me. I voted for people who were willing to work and make the best business decision possible based upon the information at hand.
I refuse to cast a vote for someone who promises to represent me. If they follow my will then they fail to follow others will. Can’t be all things to all people.

That is right she is Richard Francis's secretary so she would know how to dig up dirt. Look out Blogger's if you get on her bad side your life might end up in this blog or in the papers. She is a Beautiful person and I have the privilege to have her as a friend.

I dont care if Gloria is the secretary to Anna Nicole Smith. Gloria's statement was strictly factual . If you have an issue with that then STICK WITH THE STATUS QUO.

• Let's talk about trash mailers. Walker's reactionary mailer is so just flat deceitful. She says she voted no on the general plan but the graphic is for the EIR, not the vote on the General Plan.
• The other example she provides does nothing to support her claim! No vote record provided.
• The statement of “always supporting low density in North Fillmore” can not be backed up by facts.
• Up to 894 units in North Fillmore is what she supported.

Her mailer is an accurate example of what people are afraid of, lies and deceitful explanations. Double talk, say one thing and do another.

After receiving the "Friends of Fillmore" smut, Ms.Walker has no choice but to clairfy that garbage that developers are throwing at the voters of Fillmore. In 2004 i was conned in thinking Walker was not a asset for Fillmore's future so i voted for the 3 stooges .This year thanks to the "Friends of Fillmore" I will support Patti Walker and Gayle Washburn. Thanks again for helping me see the light.

All I can say is wow, so many opinions so little facts. What is the truth about Patti's vote records can anyone tell me? I am not sure and all I hear is rumor that she did vote for 894 and rumor that she did not, what is the truth?

As for the sign thing, again I am not sure what the truth is, I have heard that Patti and Gayle have done the same thing, I have heard that the good Doctor told them what they wanted to hear, I have heard that Diane just put her sign there. I have heard that if a business decides to put a sign up that they are required to allow all the candidates to put one up if asked. Again what is the truth?
Please someone answer me without smearing a candidate, without bias, and with an honest truthful valid answer

Why do you assume that I am for the oposition? I did not make any alligations at all. I just was hoping that no one would stoop so low as to dig up stuff about things in the past on letter writers. It seems to me that people have a right to voice their opinion and should not fear having everything they have done be splashed in the paper. Ms Goober as you refer to her is not running for office. So why would it be important for the FPPC filing and or fine be mentioned at this time? I just do not like all this demeaning of anyone who does not see everything your way. any way this is the last you will hear about this from me. By the way I do not feel that Smedley has done a good job and I do not know anything about Hernandez or Mccall a little about Washburn. I know alot about Walker because she has been campaigning for a year.

Wow have you heard all trumpets BLOWING(or singing)the praises of ken? All the great benefits he has done for Fillmore? But he forgets to talk about the creative financial enhancement measures! Did you know,the"city" has a new crime fighting force? Motorcycle riders make more money for them than arresting thugs.Music...yep pay up! Barking dogs,blowers,weed wackers,saws ,screaming children,yelling parents (priceless) The only MOTORCYCLE they love is the one they hire.I think he does a good job.I have never met a guy happier shaking us down for our money.Please ken you will make much more money off RICHER travlers on 126! stop TAXING us with your short sighted get rich quick skeems.Do you think giving(?) $170-$200 to your fundraiser is better than suporting our towns merchants? That is certainly what I am about. I'm lucky that I enjoy research and have the time to spend. And I'm pretty good at it(I know - it's kinda strange). There is so much information to digest I don't see how someone with a full time job could do it.

flyonthewall: You say that people have a right to their opinions and that is absolutely what I believe. However, Ms. Uber was not expressing opinions in her letter. She was slandering Patti Walker with some false allegations.

anonymous: About the signs...please see my previous comment where the truth is spelled out in black and white. As far as a business having to put out everyone's sign, I don't think they have to do that. They might decide to do that just to be fair to all their customers.

Anyway, it's a moot point. I think we are out of signs anyway. Lots of people requested more than we had.

Well I do, in fact everyone else does.
One whom is voted into office is a Representative.
A Representative sets asides his or her opinions and makes Decisions for the Issues at hand, for the people they represent.
These Decisions are to be decided “ONLY” for the interest of the “Citizens”.

You missed the point. Gayle understoof it and was in agreement with the statement. Sometimes an elected person must vote, based upon the information, and that vote may not be popular with the people.
If you want someone to vote "your way" and ignore the totality of information and what they believe is best for the community at large then you indeed missed the point.

Fly on the wall, don't you think that a persons past is what will tell us the how they will act in the future. I think that the old saying "fool me once shame on you Fool me twice shame on me" is appropriate. While I believe that people can change, if they are willing to, they still have to earn the trust that they lost on the first go around. Flyers smut aside, all the flyers that have been going around have photo copies on them regarding the voting records of the candidates. While I feel that the Friends of Fillmore's front page was horrible it still had pertinent information in it for the voters, while at the same time Patti retort to this also had pertinent information. I believe that a voter has to put the (for lack of a better expression) BS aside and look at the candidates for their record, where they actually stand on issues, what their plan is to deal with the issue, and who their as a person that will be representing us, the citizens of Fillmore.
