Smart Growth
Someone had previously asked a question about Smart Growth. I thought I would create a topic about it because it is interesting to me.
Smart Growth or Planned Growth are concepts that our city is obviously embracing. The idea is not new. There are a lot of positive aspects to smart growth; it is pedestrian oriented, it tries to consolidate growth into smaller, urban areas to avoid sprawl. This was the goal of the North Fillmore Specific Plan.
It is a great concept and seeks to minimize the negative impacts of growth and development. The concept acknowledges that our resources are limited and we need to take that into account.
Where the NFSP failed was saying they were embracing smart growth, while needlessly sprawling out into undeveloped, non-urban, agricultural land. The NFSP is a good plan, but is not necessary at this time.
Fillmore does have geographic boundaries that will prevent us from growing out too far. So, realizing that, we should try to preserve some open space and park land, potential school sites and community gardens. Once those houses go up that land is gone forever.
If you build it they will come. They will come from Los Angeles County and Santa Barbara County because it's less expensive here. But, our current growth rate is fairly stable and even declining.

Why isnt anyone from the Walker/Washburn campaigns talking about the falsehoods Diane McCall is campaigning on? Lets start with the claim from Diane McCall that she was the first planning commissioner to SUPPORT a reduction of homes to be built in the North Fillmore Development proposal down to 480 homes. That is complete misinformation. Not only is Diane misleading the general public its unethical to say the least. Diane McCall's swirling positions should be a wake up call for whats to come if she is elected. Photo ops and misleading propaganda fliers will only go so far with the voters. You dont have to take our word on it , but my husband and I did attend all planning commission meetings. Let the truth speak. Like us or not we are only out for the truth.

I live down the street from the McCall's and also received a bogus flier. My questions is why be ashamed of your first opinion of NFSP? McCall will sure mesh well with Smedley!

Smedley voted NO on the North Fillmore Plan.
He sat next to Bob S. and participated in the one of the Citizens for Responsbile Growth meetings.
As far as I'm concerned he kept his promise to not support the plan. He listen to what we the people wanted and voted no. He's got my vote.
Smedley is a waffler also. Im aware of Smedley's vote, but his past votes, his temperment with us the voters is very unprofessional. McCall is a waffler also. First McCall is supremely for the 700 plus homes IN REGARDS TO THE NFSP. Now since its unpopular and the wind is blowing in the opposite direction , now McCall is for a reduction down to 480 homes. McCall is simply for EXTREME GROWTH. One more thought on Smedley, his track record of actually listening to the voters and actually coming down from his pedestal is very low. Once this election is over and if the big developers succeed aka ( FRIENDS OF FILLMORE PAC), Smedley will be back to his old elite , ignorant self.
Thats a fact claire. Im actually guilty of voting for Smedley the first time. I have not been impressed what so ever. I am a undecided on one of the city council seats. I will for sure castone of my votes for Patti Walker.
Well look at every candidate . As I see it Smedley, McCall are working as a team. They are for EXTREME DEVELOPMENT, SPECIAL INTEREST MONEY CONTROLLING CITY HALL . THEY ARE THE STATUS QUO TEAM. As for Laurie Hernandez and Linda roberts, the jury is still out there. What concerns me on these two individuals is that they were not involved in the referendum whether they were oppossing it or supporting it NO ONE KNOWS. I do know for a fact that Gayle Washburn and Patti Walker have been consistent all along and they never wavered from their decisions. NOW THATS TRUE , CLEAR LEADERSHIP. Fillmore needs ethics and morals back into the city hall chambers.
Smedley is an opportunist at best. If you actually believe he voted against the North Fillmore Project because he truly didn’t believe in it, I have a bridge in San Francisco I’d like to sell you. Smedley voted against the project because his vote didn’t matter and he was up for re-election. The sad part is people are actually falling for his twaddle.
Thats like saying McCall is now for the 480 Homes in north fillmore. She is not . In regards to Smedley , remember this saying " FOOL ME ONCE SHAME YOU, FOOL ME TWICE SHAME ON US".
Again research the candidates .
Has anyone bothered to ask Laurie Hernandez if she signed the Referendum or opposses it?
Is Gayle and Patti campaigning? Shouldnt they be walking the streets and promoting the cause?
Patti & Gayle are walking the streets, meeting their Constituents.
They are asking The Citizens of Fillmore, What are their concerns?
They are open to suggestions and listening to All.
Perhaps stating that "Patti and Gayle are walking the streets" isn't the best choice of words.
They don't have constituents, unless you're speaking of the Homeowners in the association Gayle lives in.
If elected would each candidate pledge to vote the way the people want them to on every item?
Again , your vote does matter. You have 2 bold choices for this election season.
1. Special interest money that will continue to influence and buyout city hall
OR
2. We can elect a leaders who will represent the PEOPLE OF FILLMORE, EQUALLY .

That Gayle Washburn & Patti Walker have at least 1600+ Constituents that will vote for them this November 7th.
The 1600+ are the people who signed the Referendum and those who were not able to.
The ones who were not able to sign the Referendum are also a significant count.
Interesting thought grace, what makes you think that all 1600 citizens that signed the referandum are going to vote for Patti and Gayle, this does not make sense. They signed a peace of paper, people also give money to the homeless,does this mean that they have a PAC supporting them to get off the street?

Every signer told me, that come November 7th, They would vote for a change.
I was told that the sitting City Council Members, “ALL” are out of touch with the “Citizens of Fillmore”.
Did you forget how the Council Members treated the Public in June and July, Disgustingly!!!
Why do you think 1600 Registered Voters signed the Referendum, I was told by every signer, they are upset with the present City Council Members.

Again there are 4 candidates running for office and one incombant, thus they could be voting for any of the 4, thus again what makes you think that they are all voting for Patti or Gayle. It does not make sense. From what I have been hearing Laurie, Diane, and Patti are all in the running, with Linda and Gayle a distance 4th and 5th place. Thus you got your change, but not neccessarily the change you wanted, if the rumor mill is working right. Personally, I am still undecided as to who to vote for. I have a lot of questions and this blog seems to only have one focus to skirt the issue and talk in circles.

The signers of the Referendum would probably vote for Patti and Gayle because they were the only candidates that did anything to stop the 700 homes in North Fillmore.
Where was Laurie Hernandez during the pubic hearings? She never came to a council meeting until she decided to become a candidate.
Where was Diane McCall? She made the first motion to adopt the NFSP EIR at 894 homes.
As far as your "rumor mill" would this be a "Friends of Fillmore" mill? To call the race this early? And on what basis? Did you see all the letters in this week's Gazette in support of Patti and Gayle?
If you have a lot of question why aren't you asking them?
Skirt Skirt SKirt it seems as though you have done it again Grace. I have read all the comments and found that they seem to be focused around the issues instead of dealing with the issues, From Claire inability to outside of her tunnel vision to your inability to devle into the issues. It seems as though the only attack her is the emotional one, and not the logical one. There are far more citizens, in my opinion, out there that want to know the facts and not assumption, but varifyable facts, valid, truethful facts.
Flashette, okay you got here are some questions, With regards to the referendum, why was it so poorly written that it forces either the citizens to vote for or the city council to undo the NFSP, and instead replace it with the 894 homes in the master plan. Yes Diane voted for the EIR at 894, but when it came back around she voted not to certify the EIR and for 480 homes, thus as a representative of the people of Fillmore did she not listen to them and change her vote? With regards to the water reclimation plant, what can be done to reduce the costs, we got denied for the grant we applied for. The LARWQCB is forcing us to build the plant, why doesn't the city sue for the funds to build it? The schools have an entirely new leadership what are they going to do to improve our overall test scores? We are averageing a high school equilivancy passage rate of 35% for white, 27% for latino, I believe 18% (but might be wrong on this number but not by much) for english as a second language students. In essence this means that over 60% of our students are not at comprehending what they are being taught. What is the plan what is the school system going to about this?
Gangs are at an all time high, graffiti is as well, put the two together and you an all time high in crime, What can be done about this? Stiffer panalties, increased neighborhood watch programs, more police? What is the solution to keep this city from hitting the LA Standards for Crime?
Why is it that cities like Simi Valley, Thousand Oaks, Agoura, Westlake, etc... can tell the state to go pound sand when it comes to low income High Density homes, but the city has to "plan" for development and low income high density homes?
What are the children programs that can be brought to the city in addition to the ones we have now to get kids out of gangs, and I am not just talking about sports?
Can someone please talk with Bert Rapp and tell him that narrow streets simply do not work? Can goodenough be widened? it is the only truck route in the area and to narrow for the need.
How are we going to get the tax base in order to develop the infrastructure without raising taxes on the citizens of Fillmore, and please do not tell me the developers need to pay their fair share, because once the developers are gone it is our problem?
The list goes on and on, but this should be a good start, and please to not tell about how bad the city staff and council are or what you believe Hernandez, Smedley and McCall are going to do, I want to know what Gayle and Patti are going to do and the rest of the candidates. I want to know the facts of what is feasable not empty promises.
